Parliament Engages Stakeholders on Bill Seeking to Establish Judiciary Academy

By Andrew Kariuki

The National Assembly’s Justice and Legal Affairs Committee (JLAC) has held a consultative meeting with key stakeholders to receive submissions on the Kenya Judiciary Academy Bill, 2025.

The proposed law seeks to establish a specialized institution dedicated to training and continuous professional development for judicial officers and staff.

Once enacted, the Kenya Judiciary Academy will serve as a central hub for building competence, integrity, and efficiency within the Judiciary through structured learning and capacity-building programmes.

The session, chaired by Hon. George Murugara, brought together representatives from the Office of the Attorney General, the Centre for Parliamentary Studies and Training (CPST) and the Kenya Judiciary Academy.

Stakeholders shared insights on the proposed structure, governance model and funding framework, emphasizing the need to safeguard the institution’s independence and long term sustainability.

In a separate engagement, JLAC also met with officials from the County Assemblies Forum (CAF), who are advocating for legislation to anchor a Ward Development Fund.

CAF representatives noted that the fund would enhance equitable resource allocation and empower wards to directly implement development priorities identified by local communities.
