Petition Filed Seeking Removal of KeRRA Boss Over Alleged Role in Protest Violence

A petition has been filed at the High Court seeking the removal of Philemon Kandie, the Director-General and CEO of the Kenya Rural Roads Authority (KeRRA), over allegations of financing and coordinating violent, politically motivated protests that rocked the country in June 2025.

The petitioner, Wahome Mucunu, a self-described concerned citizen and advocate of constitutional governance, accuses Kandie of abusing his public office to funnel state funds through shell companies and KeRRA-linked contractors to support a nationwide unrest campaign allegedly led by former Deputy President Rigathi Gachagua.

In her court filings, Mucunu claims the protests led to widespread violence, destruction of property, disruption of essential services, economic sabotage, injuries, and loss of life. She argues the demonstrations were criminal in nature, not peaceful expressions of dissent.

“The demonstrations were not peaceful. They involved storming public buildings, looting businesses, attacking law enforcement, and inciting ethnic tensions,” the petition states. “All this was made possible through illicit financing directly tied to the Respondent’s office.”

The petition alleges that intelligence and investigative reports have traced procurement accounts and logistical support for the violent groups to entities linked to Kandie. Despite these claims, he remains in office, drawing a salary from public funds.

Mucunu contends that Kandie’s actions constitute a violation of the Constitution, including abuse of office, breach of public trust, misuse of public resources, and failure to uphold national values under Chapter Six.

She is asking the court to declare Kandie unfit for public service and to issue a permanent injunction barring him from holding any public office. The petition also seeks court orders compelling the Ethics and Anti-Corruption Commission (EACC) to investigate the alleged misuse of KeRRA funds.

Further, she requests that the Directorate of Criminal Investigations (DCI) initiate criminal proceedings against Kandie and that the National Cohesion and Integration Commission (NCIC) probe his alleged role in ethnic incitement.

Mucunu maintains that public servants must be held to the highest standards of accountability and that Kandie should be held personally responsible for the economic and human toll caused by the unrest.

“The actions of the Respondent are not just unconstitutional, they are dangerous and destabilizing. They threaten national unity and erode public confidence in governance,” the petition reads.
