Police Bust Mombasa Milk Fraud Syndicate, Recover Over 1,500 Cartons

Police in Kadzandani have arrested a suspect and recovered 1,555 cartons of milk following a fraud scheme targeting Mayford Investment Ltd, a Mombasa-based milk distributor.

The operation was launched after Agnes Waraba, Sales and Marketing Officer at Mayford’s Mombasa Depot, reported suspicious bulk orders placed by a new client, Geoffrey Gema Waweru. Between July 5 and 18, Waweru is said to have placed multiple high-value milk orders totalling KSh 1.85 million.

Police say Waweru claimed to have paid via M-Pesa, but used doctored SMS confirmations sent from an Airtel number—discrepancies that raised red flags when cross-checked against the company’s official payment records.

On Saturday, July 19, Mayford Investment scheduled a final delivery of 150 cartons to Mtopanga, working with police to trap the fraudsters. Officers trailed the delivery truck and arrested Susan Mawiya, who received the consignment.

Following her arrest, Mawiya led officers to two single-room storage houses, where they uncovered a stockpile of 1,555 milk cartons valued at KSh 960,232.

The incident has exposed a sophisticated fraud operation involving forged mobile payment records and a coordinated effort to divert dairy products for illegal resale.

Police are now actively pursuing the main suspect, Geoffrey Gema Waweru, believed to be the mastermind behind the scam. Investigations are ongoing to establish the full extent of the syndicate and whether other parties were involved in distributing or profiting from the stolen goods.

Authorities have urged businesses to verify mobile payment confirmations independently and report suspicious transactions promptly.
