President Ruto Okays Promotion Preference to Public Servants Mentoring Youth

President William Ruto has announced that public servants who guide young people through the President’s Award Scheme will now be considered for promotions by the government.

Speaking at the State House, Nairobi, on Wednesday, Ruto highlighted the value of mentoring youth and linking it to career growth in the public service.

“We did commit that we are going to look out for the gold awardees as we rationalise opportunities for those who want to work in the public service. We are going to consider the mentors of these young people, whether they are teachers or public servants, in their promotion and in their service to the nation,” he said.

Currently, promotions in the public service are determined by performance appraisals, merit, and length of service. Staff are assessed annually, with recommendations forwarded to the Public Service Commission for approval.

Senior and managerial positions often require competitive selection, professional training, and strict eligibility criteria. Government policies, including affirmative action for youth, gender, or regional balance, can also influence promotion decisions.

The President’s Award Scheme targets youths aged 14 to 24, offering structured programmes in community service, skills development, physical activities, and adventurous challenges.

Participants who complete the scheme are awarded gold, silver, or bronze certificates, which are recognised nationally and internationally.

In addition to linking mentoring to promotions, Ruto directed the Head of Public Service to secure new offices for the Presidential Award Agency, whose former premises are now allocated for the Ministry of Foreign Affairs.

He also instructed the Treasury Cabinet Secretary to increase the agency’s budget for the next financial year, ensuring broader youth outreach.

Ruto further called for the recruitment of additional staff to support the agency’s growing participant base, with oversight by the Cabinet Secretary for Sports through the Public Service Commission.

The measures aim to strengthen the administration of the award and expand opportunities for youth across the country.
