Ruto Cabinet Endorses Sweeping Reforms in Healthcare, Youth Empowerment, and Energy Sectors

President William Ruto on Tuesday chaired a high-level Cabinet meeting at State House, Nairobi, that approved a raft of transformative policies cutting across health, infrastructure, energy, and youth empowerment.

Among the key resolutions was the endorsement of the Quality Healthcare and Patient Safety Bill, 2025 — a bold move aimed at uprooting entrenched corruption and malpractice in the health sector.

The Bill proposes a unified quality assurance framework, strict licensing of all health facilities, and the establishment of a powerful oversight body — the Quality Healthcare and Patient Safety Authority.

On infrastructure, the Cabinet approved additional payouts to road contractors, settling up to 80% of verified claims under the Road Maintenance Levy Fund. This is expected to fast-track stalled road projects and ease cash flow challenges among contractors.

In the energy docket, the Cabinet greenlit Phase III of the Last Mile Connectivity Project, targeting 180,500 new electricity connections, particularly in underserved counties.

The Olkaria VII Geothermal Project was also approved to inject 80.3MW of clean energy into the grid by 2027, addressing the country’s rising power demand fueled by industrial growth and electric vehicle adoption.

Youth empowerment was another focus, with the Cabinet endorsing the NYOTA Project, targeting over 820,000 vulnerable youth. The initiative, supported by the World Bank, offers paid work placements, entrepreneurship training, and skills recognition.

Other significant approvals included the transfer of Amboseli National Park to Kajiado County under a co-management model, and the re-inclusion of the Kenya Pipeline Company in the privatisation programme to unlock its commercial potential.

These wide-ranging decisions mark a major policy shift toward efficiency, accountability, and inclusive development under President Ruto’s Bottom-Up Economic Transformation Agenda.
