Senior Lands Officer Arraigned Over A Sh4 Billion Kwale Land Fraud

DCI’s Land Fraud investigators have arraigned Mr Salesio Kaburu Jacob, the Deputy Director for Land Administration, who is implicated in a Sh4 Billion land tussle between the County Government of Kwale and Lunga Lunga Ranching Company Ltd.

After Kwale County’s Physical Planner protested that suspected grabbers had faked a notification of permission PPA2 for the renewal of lease of a block of land LR No. 14211, the Ardhi House-based administrator was arrested and arraigned.

The National Land Commission (NLC) reverted the ownership of a 63030.0 hectare piece of land registered under Lunga Lunga Ranching Company Ltd to Kwale County Govt in 2019.

The ranch was misused, leading to fraudulent surveys, forged planning briefs, and a new grant. In March 2023, investigations revealed cartels and brokers fraudulently surveyed the land, obtaining a new grant.

The Director of Public Prosecution recommended charges against the perpetrators, and a comprehensive case file was submitted for review.
