Russian Security Council Secretary Sergei Shoigu arrived in Cairo on Sunday, heading a large delegation of senior arms and nuclear officials for strategic military talks with Egypt’s leadership, RIA news agency reported.

Shoigu is scheduled to meet with President Abdel Fattah al-Sisi, Egypt’s national security adviser, foreign and defence ministers, as well as other senior intelligence and security officials.

According to a statement from the Russian Security Council’s press service, “priority topics include the prospects for carrying out agreements reached at the highest level, including in military and military-technical cooperation.”

A longtime ally of President Vladimir Putin and former defence minister, Shoigu played a key role in overseeing Russia’s operations in Ukraine and remains a central figure in the Kremlin’s defence and security apparatus.

His presence underscores Moscow’s ongoing efforts to maintain and expand strategic partnerships abroad.

Russia and Egypt share deep-rooted ties, combining Soviet-era military links with contemporary energy and grain agreements.

Cairo has sought to balance its relationship with Moscow alongside engagement with Western nations and Gulf allies, particularly amid ongoing crises in Ukraine and Gaza.

The Russian delegation includes officials from arms exporter Rosoboronexport, the space agency Roscosmos, the nuclear corporation Rosatom, and representatives from the interior, foreign, justice, and industry ministries, as well as the National Guard, RIA reported.

The talks are expected to strengthen military-technical cooperation and advance broader strategic agreements between Moscow and Cairo, reflecting Russia’s continued diplomatic and security influence in the region.
