The signing of 2023–2024 Performance-based Contracts for the State Department of ICT and Digital Economy and its Semi-Autonomous Government Agencies (SAGAs) was overseen by Mr. Eliud Owalo, the CS for Information, Communications, and the Digital Economy.
Owalo signed Performance Contracts with the Principal Secretary, Eng. John Tanui, the Board Chairpersons of the ICT Authority, Hon. Sylvanus Maritim, Konza Technopolis, Prof. Raphael Munavu, and the Office of the Data Protection Commissioner, Immaculate Kassait.
According to Owalo, SAGAS serve as the implementing agencies and are crucial in helping ministries accomplish their aims and objectives.
The deployment of the Digital Superhighway, a significant theme area in realising the government’s transformational goal, and the Ministry of Communication and ICT’s essential information role were highlighted.
He also pointed out that the Ministry’s services of communication and ICT cut across all other ministries.
The CS urged the heads of parastatals to make sure they hit their goals by matching the Ministry’s PC with their strategic and yearly work plans.
“Because you are the implementing agencies, you are the ones to operationalize whatever we are expected to do. We need to sign Performance Contracts committing yourselves to meeting certain minimum standards, both qualitatively and quantitatively,” Said Owalo.
He further noted that PCs make work easy since their roles and responsibilities, targets and timelines are very clear. “It enables us to become our own supervisors and eases evaluation,” added Owalo.
On his part, Eng. Tanui noted that signing of PCs signifies commitment to fulfilling each SAGA’s obligations and achieving set objectives, which plays a critical aspect of any successful Institution.
