US and Ukrainian negotiators described talks in Miami as “productive and constructive,” though they appear to have yielded no major breakthrough toward ending the war with Russia.
The discussions concluded with a joint statement from Donald Trump’s special envoy, Steve Witkoff, and Ukraine’s top negotiator, Rustem Umerov, following three days of meetings that also involved European allies.
According to the statement, the meetings focused on aligning positions on several key documents: a 20-point peace plan, a “multilateral security guarantee framework,” a “US security guarantee framework for Ukraine,” and an “economic & prosperity plan.”
Parallel talks were held separately between US officials and Russian envoy Kirill Dmitriev.
“Our shared priority is to stop the killing, ensure guaranteed security, and create conditions for Ukraine’s recovery, stability, and long-term prosperity,” Witkoff and Umerov said.
This latest diplomatic effort follows weeks of heightened activity, sparked by the leak of a 28-point US peace proposal. That document alarmed Ukraine and its European allies for terms perceived to favor Russia, which launched its full-scale invasion nearly four years ago.
