Vihiga Becomes First County to Onboard Staff to SHA Health Insurance Scheme

Vihiga County has made history as the first devolved unit to enroll its public service workforce into the Social Health Authority (SHA) medical cover.

The milestone was marked today during the official signing of the medical cover agreement, presided over by Health Cabinet Secretary Aden Duale.

The scheme will provide comprehensive health insurance for more than 3,500 Vihiga County staff, signaling a major step toward expanding access to quality healthcare and advancing the government’s Universal Health Coverage (UHC) agenda under the Taifa Care Model.

The event was attended by senior health officials, including Principal Secretary for Health Dr. Ouma Oluga, SHA CEO Dr. Mercy Mwangangi, Acting DHA CEO Eng. Anthony Lenayara, and host Governor Dr. Wilber Ottichilo.

CS Duale praised Vihiga’s leadership for setting the pace, noting that the partnership demonstrates how counties can work with national agencies to strengthen healthcare systems and safeguard workers’ welfare.

Governor Ottichilo said the move would not only boost staff morale but also ensure their families access reliable medical services without financial strain.

Officials added that the rollout in Vihiga will serve as a model for other counties expected to join the SHA scheme in the coming months.
