The County Government of Vihiga, in partnership with Shining Hope for Communities (SHOFCO), has launched the ‘Ugatuzi Wall’, a new public engagement platform aimed at collecting citizen views on devolution and youth empowerment.
The initiative is designed to enhance public participation in county governance by gathering input that will inform planning, budgeting, and service delivery in line with Kenya’s devolution laws. Residents, particularly the youth, are encouraged to share their ideas and concerns either by writing directly on the wall or digitally through a dedicated link: https://shorturl.at/tbRMC.
Feedback collected through the ‘Ugatuzi Wall’ will contribute to national discussions during the 2025 Devolution Conference scheduled for August 12–15 in Homa Bay County.
The wall’s launch is part of a broader collaboration between Vihiga County and SHOFCO, which was formalized in March 2024 through a Memorandum of Understanding (MoU). The partnership covers critical sectors including gender, health, education, agriculture, environment, and youth and women empowerment.

County officials praised the initiative as a milestone in deepening democratic participation and ensuring that the voices of citizens, especially the youth, are reflected in county development agendas.
“The ‘Ugatuzi Wall’ is more than a symbol. It’s a living platform for people to shape the future of their county,” said a county representative at the event.
The project underscores the county’s commitment to inclusive governance and active civic engagement as key drivers of development under the devolved system.
