Over 55% of the planned reforms across the National Police Service, Kenya Prisons Service, and National Youth Service have been implemented, with the rest at advanced stages.
This progress was highlighted during a meeting of the National Steering Committee on the Implementation of Reforms in the three services, chaired by the Principal Secretary for Internal Security, Dr. Raymond Omollo
Key milestones include the addition of more personnel capacity across the services through the recruitment of 13,860 new officers, comprising 10,000 Police Constables and 3,860 Prisons Officers, while recruitment into the National Youth Service is ongoing.

Alongside recruitment, the Government has undertaken a historic salary review across the three services. Two phases of the salary increment have already been implemented, with the third and final phase set to deliver up to a 40% increase for the lowest cadre officers.
On medical cover, all three services are transitioning to the Social Health Authority (SHA) framework by 1st April 2026 that will provide an improved benefits package compared to previous insurance schemes, including no restrictive limits on claims, access to a wider network of healthcare facilities, comprehensive emergency and critical care coverage, and expanded inclusion of family members.

On housing, approximately 5,000 housing units have so far, been completed, with a target of 28,000 units under the programme.
The reform progress also includes the development of a comprehensive legislative framework with several critical Bills, including on Public Order Management, currently at various stages of public participation.

Also present was the Director General from the Kenya Coast Guard Service and the Government Chemist.
