Former Cabinet Secretary Raphael Tuju has claimed that unknown police officers and individuals have occupied his contested business premises in Karen, Nairobi, without a court order.

Speaking outside the property on Thursday, Tuju said police vehicles were stationed at the scene and that individuals he did not recognise had taken over the premises.

“As you can see behind me are police vehicles. There are strangers in this place, I don’t know what they’re trying to enforce,” he said.

Tuju described the incident as “a display of power with no legal order to occupy” his property, alleging that the officers were acting on “orders from above.”

He further claimed that he had been forced to name individuals he believes are linked to the situation, alleging that vehicles had been trailing him prior to the incident.

“I’m forced to name two individuals who are behind the vehicles that were trailing me… Lawyer Fred Ojiambo and Amin, Director of DCI,” he stated.

Tuju said he had previously filed a complaint against Ojiambo on January 5, questioning why investigators had not recorded statements from him or other witnesses he had identified.

He also questioned why he had not been charged if the information he submitted to the Directorate of Criminal Investigations (DCI) was false.

“If what I submitted to the DCI is false information, why have they not charged me with giving false information?” he asked.

Tuju further alleged that on the night of March 21, 2026, a vehicle without number plates trailed him, adding that some police vehicles involved in what he described as a night raid also lacked registration plates.

He referenced what he termed as a sting operation involving the Ethics and Anti-Corruption Commission (EACC), claiming that four individuals were arrested and that one later contacted him in what he described as an attempt to intimidate him.

He also alleged that one of the suspects was armed and was disarmed during the arrest.

“Why is Amin Mohammed not investigating that?” he posed.

In addition, Tuju claimed that his associate, Steve Mwanga, whom he described as a former director at the Jubilee Party, had been arrested and was being held in custody without police bond, an action he alleged was intended to intimidate him.

Tuju further stated that he continues to experience pain from what he described as a back injury and is considering travelling to the United Kingdom for further medical review.

He also questioned how President William Ruto allegedly obtained a copy of a title deed, which he claimed had been referenced in remarks by ODM leader Oburu Odinga.

Authorities had not immediately responded to the allegations at the time of publication.
