Auditor General Decries Budget Funding Crisis

Nancy Gathungu, the Auditor General, has called on the parliament to speed up debate on submitted performance audits.

Gathungu, speaking at the inauguration of the Office of the Auditor General’s strategic plan for the years 2021-2026, lamented the delays and insufficient funds that have hampered the office’s ability to perform effective services. 

Gathungu stated that the oversight mandate was being jeopardized by the delays.

Section 20 of the Public Audit Act of 2015 mandates that the Office of the Auditor General’s accounting officer submit budget estimates to the Cabinet Secretary, National Treasury, for review and submission to the National Assembly, while article 249 of the constitution mandates Parliament’s involvement in allocating adequate funds for the Auditor General’s functions. 

The strategic plan recognizes four key expectations among Kenyans: ensuring that public resources are properly accounted for and used for the benefit of citizens, providing timely and user-friendly audit reports, making audit reports publicly available and easy to access, and focusing on audit areas with significant impact.
