Former HELB CEO Ringera Among 10 Shortlisted For CBK Deputy Governor Post

The Public Service Commission has shortlisted ten candidates to compete for the Central Bank of Kenya’s second position, which has been vacant for seven years.

Those on the list include former Higher Loans Education Board CEO Charles Ringera, former National Bank boss Munir Ahmed, James Lopoyetum, Susan Koech, Micheal Mwebesa, and Paul Muthaura.

Others include Jeam Awinja, Gerald Arita, Rose Ngugi, and Fredrick Oyugi.

The Public Service Commission will interview them on December 13 and 14.

CBK should be managed at all times by one governor and two deputies, according to the law.

“There shall be two deputy governors who shall be appointed by the president through a transparent competitive process and with the approval of Parliament,” the Central Bank of Kenya Act states.

Sheila M’Mbijjewe has served as the sole deputy governor since June 2015, when the CBK board declined to renew the term of her predecessor, Haron Sirma.

To be appointed to the position, a person must be of integrity and meet the requirements of Chapter Six of the Constitution.

The deputy governor is appointed for a four-year term but is eligible for reappointment.

The PSC stated in a notice that applicants must be Kenyan citizens, of recognized professional standing, and hold a Bachelor’s degree in Economics, Finance, Banking, Law, or any other field relevant to CBK functions.

The deputy governor of the Central Bank of Kenya performs functions assigned by the governor of the Central Bank of Kenya and is not permitted to work in any other paid capacity.
