City Hall operations have been halted after personnel closed the gates in order to compel the administration to fix failing lifts and toilets.
Workers at the City Hall Annex complained about having to use flashlights to find their offices on the 16th level since there are no lights in the hallways.
According to union officials, roughly Sh4 million is required to restore the elevators and Sh1 million to rebuild the bathrooms.
