THE Government is on a war path against corruption…but its own procedures appear to be promoting waste and plunder.
In 2017, the Ministry of Foreign Affairs gobbled up a whooping Sh. 437million in a botched campaign to capture an AU position that it lost with a huge margin to Chad.
The consumed cash, against an approved budget of Sh. 52million was consumed during the tenure of Amina Mohammed as the CS.
No one has been asked or charged over the budget overshoot, and what appears to be a blatant abuse of office by the public officers from the Foreign Affairs ministry.
It is not clear yet whether the EACC of the DCI are investigating the anomaly at a time when the Government is tightening its expenditure purse over dwindling tax collections.
AMINA Mohammed, the current Sports Cabinet Secretary appears to be under siege…and this time by Parliament over the over expenditure of more than Sh. 380 million.
A parliamentary committee probing the accounts of the Ministry of Foreign Affairs was informed that the Ministry was authorized to spend Sh. 52 million for the campaigns for the AU chairmanship, but ended up overshooting the budget massively.
The cash was utilized for emergency purchase of tonners and other supplies in 2017.
The CS has since been transferred to the Ministry of Education and later to Sports in quick succession.
The bloated expenditure has brought to the fore the fiscal discipline challenges that Kenyan taxpayers are exposed to by various Government agencies under the guise of lobbying for international positions and other international engagements.
The money was spent secretary by the ministry and was not open to interrogation by relevant Government agencies and should be the norm.
Most of the cash was utilized to purchase tonners-sh.29million to be specific.
Foreign Affairs PS Macharia Kamau said the expenditure was above board as was approved by the Ministry accounting officers.
