Government Sued Over ‘Irregular’ Ksh 10Billion CT Scans Procurement

A human rights crusader under the aegis of concerned citizens in Kenya has moved to court to challenge the manner in which the above-mentioned respondents procured 37 CT scanner machines.

Francis Awino in his petition noted that there is overwhelming evidence of illegalities and irregularities in the procurement of 37 Computed Tomography (CT) scan machines that cost Kes 10.2 billion.

He further alleges that the machines were not included in the management equipment services (MES) leasing scheme and no reason was tendered.

” The cabinet secretary was hoodwinked into trusting that the procurement of the CT scan machines was Government to Government process. Where the government of Kenya was to pay 20 per cent of the contract Kes1.7 billion. In the procurement, the Chinese government of the Peoples Republic of China was to pay Kes 8.5 billion as a loan…” reads the petition in part.

The petitioner states that despite the information being released to the public for its consumption, the averse took place and the contract was awarded to Megascope Healthcare limited whose registered director as per records held at the company’s registry is Mr. Richard Ngatia and not Neusoft Medical Systems as avowed.

He further avers that no competitive binding for the contract was done as the tender was executed through the restrictive tendering process.
