DCI Most wanted Con artist who conned State House and Defence Ministry, arrested

Detectives from the Directorate of Criminal Investigations have arrested a woman believed to be behind a fake tender worth millions involving the State House and Department of Defense (DoD).

Joy Wangari Kamau, aka Patricia Mareka, who masqueraded as a project manager at powerhouses; State House and Harambee House Annex, is alleged to have been working with a team of con artists, posing as police officers and military personnel.

Joy Wangari who has since 2018 been on the run after conning a businessman, Charles Gathii, Sh116 million to supply 1,200 HP ENVY laptops for security systems at the State House and DoD.

She was arrested on Tuesday along Lenana Road in Nairobi and the Police, who orchestrated an Identification parade for one Charles Gathii, who is said to have lost Sh116 million confirmed her identity.

In a statement recorded by Gathii, he says in the run-up to the 2017 election, a relative introduced him to a man, Mr Onesmus Waiguru , who allegedly worked at the Office of Auditor General.

“Waiguru, was close to a woman only identified as Tabitha, who worked at Nyati House (intelligence offices).” said Gathii.

Joy Wangari will be arraigned in court later today.
