Liverpool sealed the points when Gakpo – who joined from PSV Eindhoven last month – scored from close range.
Everton stay 18th in the table, one point from safety.
Liverpool’s first league win of 2023 lifts them above Chelsea into ninth, nine points off fourth-placed Newcastle who they visit on Saturday (17:30 GMT).
