President-Elect William Ruto famously said he will never humiliate his deputy. Now Godfrey Rigathi Gachagua.
Basically, Ruto, who faced a spiked political path between 2018-2022 meant he will have a clear job description for his Deputy.
And so expect an Executive Order detailing the duties and responsibilities of DP elect Gachagua.
The Executive Order, going by the script since the Supreme Court ruling will be gazetted once the cabinet is constituted.
Essentially, this will be the 5th virgin Cabinet, after Presidents Jomo Kenyatta’s first. And the first each for Daniel Arap Moi, Mwai Kibaki and Uhuru Kenyatta.
Ruto served in the Moi, Kibaki, and Uhuru cabinets. But Gachagua will be tasting executive raw power for the first time.
Also in the President Ruto Executive Order will be the domestication of Musalia Mudavadi power as the third most powerful man in Kenya.
Musalia, who sensationally teamed up with DP Ruto to pad the Kenya Kwanza coalition is the de facto Prime Minister.
Ruto was opposed to the BBI initiative that President Kenyatta used to lure Raila Odinga to his side.
The fresh administration will therefore seek to borrow from the BBI proposal..to enhance national cohesion
Ruto has variously said he will implement the 2010 constitution to the letter. Meaning he will ensure that its dint is fully implemented.
He has variously said the opposition will be allowed to exercise its mandate. But he has been receiving “defectors” to shore up his numbers inside Parliament.
So what is the difference between the 5th and the 4th President of Kenya?
Ruto won on a hustler, common man narrative. The same clique voted for the majority of the Governors
So expect Ruto to devolve his hustler zeal to his Fren Governors…so as to shore up his case.
President Ruto will want to rule for 10 years minimum. So expect him not to make the mistakes made by Kibaki(2002), Kenyatta(2013), and Moi in 1983.
The common mistake by his predecessors was to allow Mt. Kenya Mafia, Kiambu Mafia, and Rift Valley Mafia to run rings around the President
In 2002, Kibaki was elected by 80 per cent of Kenyans. But he was ceased by a Mafia that killed off the NARC spirit.
The Mafia then revolved around Kiraitu Murungi(now a Ruto man), Chris Murungaru, Matere Keriri among a host of others
Two years after ascending to power(2005), Kibaki lost his bid to introduce a new constitution.
The envisaged version of the constitution, signed off by a Banana and Orange was defeated by a strong opposition led by Raila Odinga, Uhuru Kenyatta, William Ruto(donned a famous cap), and Kalonzo Musyoka.
Kibaki panicked. He invited Simeon Nyachae to his government. But it was too late.
The seed of the 2005 loss germinated during the disputed 2007. And the Post-election violence
In 2013, Kenyatta unveiled a cabinet that was heavily dominated by Rift Valley and GEMA personalities. To reward the tyranny of numbers block.
The Ruto script is so far perfect. He is a political and judicial creature. Political because he won the popular vote. Judicial because he was confirmed by the Supreme Court.
As such, he is expected to be anxious about the need to align national, Party, and personal interests to the Constitution. And national psyche
Then there is the political truth. And the truth.
During the electioneering period, promises were made. Some untenable.
For example, there is the role of the DCI, the Kenya Revenue Authority(KRA), and the Office of the Public Prosecutor.
A civil war between DCI George Kinoti and ODPP Noordin Haji is legendary.
So bad are their Relations that at one point, they were asked to step aside. But political sense(or nonsense) prevailed and they remained suit.
The foregone assumption is that Kinoti is in the process of handing over the DCI firearm. This will happen anytime.
Haji may survive owing to considerable cohesion around his sponsor Community. And the fact that he is from the intelligentsia community.
The truth is the President now has access to the deepest of intelligence strata to arm him for the task ahead.
By the time he is sworn in, he will know the role of the deep state in his election. Including that of his boss Uhuru Kenyatta.
He will know why David Murathe insulted him for four years. And why Mutahi Ngunyi is suggesting Kiprop will be the President in 2042.
All in a day’s job for the President of the Republic of Kenya.
