The Ministry of Foreign and Diaspora Affairs has raised the alarm over a wave of coordinated cyber activities that it claims are undermining Kenya’s international credibility.
The Ministry cites the use of artificial intelligence-generated deepfakes, misinformation campaigns, and organized social media attacks as tools to delegitimize government initiatives and derail diplomatic engagements.
According to the Ministry, these cyber activities began as genuine protests led by Gen Z activists but have since evolved into targeted efforts by social media influencers.
The campaigns reportedly include mobilizing votes on Change.org to block a scheduled royal visit from the Netherlands and disseminating coordinated emails to the International Criminal Court (ICC) urging the revival of cases against prominent Kenyan political figures.
Additionally, an online campaign aimed at discrediting Raila Odinga’s candidacy for the African Union chair has also been flagged.
“These actions are not merely isolated incidents of dissent but are well-organized efforts to spread misinformation and intimidate both local and international stakeholders,” the Ministry noted in a statement.
Addressing Public and Diplomatic Concerns
In response, the government has pledged to take robust measures to counter these activities. Among the initiatives is the development of a Technology Responsibility Charter, which seeks to promote accountability and ethical practices in the digital space.
The Ministry also announced plans to address domestic grievances, including the withdrawal of the contentious Finance Bill 2024 and the drafting of a new, inclusive proposal.
Furthermore, the Ministry is working to expand civic engagement through a Multistakeholder Forum on Open Government, inviting civil society and international partners to co-create reforms. A “State of Openness Report” is currently in development, with input from stakeholders encouraged.
Safeguarding Kenya’s International Standing
The Ministry reassured diplomatic missions, UN agencies, and international organizations of its commitment to maintaining a cooperative and stable international environment. It called for continued engagement and dialogue to address shared risks, emphasizing Kenya’s dedication to constitutional and international obligations.
“Efforts to discourage high-level visits, derail Kenya’s international ambitions, and intimidate global partners through fabricated narratives are unacceptable. We remain steadfast in defending Kenya’s sovereignty and credibility,” the statement concluded.
The government’s response comes amid growing scrutiny over its handling of domestic dissent and governance.
