Labour Court Reinstates ICT Authority CEO Stanley Kamanguya Amid Legal Dispute

The Employment and Labour Relations Court has reinstated Stanley Kamanguya as the Chief Executive Officer of the ICT Authority, pending the hearing and determination of a petition he filed challenging his removal from office.

Kamanguya moved to court after the ICT Authority’s Board, led by Chairperson Lily Ng’ok, placed him on terminal leave effective July 1, 2025, and appointed Zilpher Owiti as acting CEO. The authority had also advertised the CEO position, initiating a recruitment process for his replacement.

In an interim conservatory order issued by Justice Mathews Nderi Nduma, the court restrained the ICT Authority from processing any applications or considering new candidates for the CEO post. The judge also barred Owiti from executing any duties related to the office of the CEO.

“Pending the inter-partes hearing and determination of the petition, an interim conservatory order is hereby issued restraining the proposed interested party – Zilpher A. Owiti – from executing any functions reserved for the Chief Executive Officer of the 1st respondent,” ruled Justice Nduma. The court further ordered the authority to grant Kamanguya unrestricted access to his office.

Additionally, the court issued a summons to ICT Authority Chairperson Lily Ng’ok to explain why she should not be held in contempt for allegedly defying two previous court orders that barred discussions or actions regarding Kamanguya’s reappointment.

“Summons is issued to the 2nd respondent to show cause why she should not be punished for contempt of the orders of this Honourable Court issued on 24th June, 2025, and further orders issued on 7th July, 2025,” read the ruling.

The court directed that the application be served and responded to within 14 days, with the inter-partes hearing scheduled for September 29, 2025.
