Malawi Bets Big On Uhuru Pet Project

The adoption of President Uhuru Kenyatta”s PDU blueprint by the Malawi Government has inscribed his vision to the Pan African region.

President Lazarus Chakwera of Malawi has created his own Presidential Delivery Unit (PDU) benchmarked on the Kenyan outfit.

President Kenyatta created the PDU in 2015 and appointed Nzioka Waita its first Secretary.

Waita established the unit from scratch, developed the first Performance-Based Contracting(PBC) targets for all ministries and State Corporations, and developed the evaluation scorecard to monitor compliance.

He created a lean and efficient team of technocrats from within Government to help implement President Kenyatta’s 2013 pledges to Kenyans.

It is the same blueprint the Malawi President has customized as a delivery import from Kenya.

Waita’s Performance-Based, time-oriented scorecard is still being practiced in PDU today.

Waita was among a select team of technocrats who crafted the sophisticated Safaricom IPO that led to the listing of the telco giant at the NSE.

He is currently the Chief of Staff in the Executive Office of the President.

President Chakwera, a technocrat is impressed by how efficient the PDU has evolved, especially in tracking project progress and mitigating possible risk areas to ensure a smooth rollout.

It is the success story of the President Kenyatta pet project that he will deploy in Malawi to accelerate economic growth and reduce the high poverty index in the land-locked Southern Africa state.

Most officers in the PDU outlay were headhunted from the civil service by Waita, based on their talents.

Focus areas are the improvement of infrastructure projects such as the Nairobi Express Way, the Western bypass, and the Completion of Mombasa Port Roads Improvement projects.

PDU has also been involved in rebranding and marketing Kenya under the #Govermentdelivers.

It is widely believed that the Big 4 agenda has its routes from the PDU technocrats.

It was triggered by a directive from President Kenyatta to initiate a one-stop command center for social and economic stimuli.
