ECOWAS Establishes a Regional Monitoring and Evaluation Framework for Tax Transition

The Regional Steering Committee for the Economic Community of West African States (ECOWAS) Tax Transition Programme was officially inaugurated from February 24 to 26, 2026, in Cotonou, Republic of Benin. This inaugural meeting brought together representatives of member states, tax policy experts, and officials from the ECOWAS Commission, marking a decisive step in the implementation of Directive C/DIR.5/07/23, which establishes the regional institutional framework dedicated to monitoring and evaluating the tax transition within ECOWAS member states.

In his welcoming remarks delivered on behalf of His Excellency Dr. Kalilou Sylla, Commissioner for Economic Affairs and Agriculture of the ECOWAS Commission, the Acting Director of the Customs and Tax Union, Mr. Darlingston Talery, emphasized the importance of the Steering Committee as a key mechanism for strengthening regional cooperation and promoting the harmonization of tax systems throughout the region. He stressed that the establishment of this Committee represents a significant step towards better mobilization of national resources and deeper regional economic integration.

In the same vein, delivering a goodwill message on behalf of the Government of Sierra Leone, Mr. Salisu Amara conveyed greetings from His Excellency Julius Maada Bio, President of Sierra Leone and Chairman of ECOWAS. He highlighted the importance of the meeting as a platform for monitoring and evaluating national tax transition efforts and encouraged Member States that have not yet established their National Tax Transition Steering Committees to do so. He further informed participants that Sierra Leone had recently established its National Tax Transition Committee, reaffirming the country’s commitment to advancing the ECOWAS fiscal transition agenda.

In his opening remarks, the Secretary General of the Ministry of Economy and Finance of the Republic of Benin, Mr. Alban Bessan Bienvenu, officially welcomed delegates to Cotonou and expressed appreciation to the ECOWAS Commission for entrusting Benin with hosting the inaugural meeting. He emphasized that the creation of the Steering Committee reflected the shared commitment of Member States to strengthen fiscal governance, promote sustainable domestic resource mobilisation, and support regional integration. He further noted that efficient and modern tax systems were essential for financing development and strengthening economic resilience in the region.

On the margins of the meeting, the ECOWAS delegation paid a courtesy visit to the Deputy Director General of Tax Administration in Benin, Mr. Benito Sherif GBOSSANE. The visit provided an opportunity to follow up on the implementation of ECOWAS regional fiscal directives and to discuss the level of implementation of these directives at the national level. Discussions also focused on strengthening collaboration between the ECOWAS Commission and national authorities to ensure effective domestication and monitoring of regional fiscal reforms.

The Steering Committee is mandated to coordinate key stakeholders, review program reports, provide technical support to Member States, and validate national fiscal transition plans. Through these functions, the Committee will play a central role in ensuring coherence and effectiveness in the implementation of ECOWAS fiscal objectives.

The meeting, which ran from 24 to 26 February 2026, is expected to lay a solid foundation for the effective functioning of the Regional Steering Committee and to strengthen collaboration among Member States in advancing fiscal reforms across the ECOWAS region.

The ECOWAS Commission reaffirmed its commitment to supporting Member States in implementing the Tax Transition Program and promoting sustainable and harmonised tax systems throughout the region.

Charlene Ruto: Why I didn’t go to international schools or outside the country for high school

President William Ruto’s third-born child Charlene Ruto has opened up on her educational journey.

She said her education locally was a deliberate decision by her parents.

Speaking at her alma mater Moi Girls High School, Eldoret, on Friday, February 27, Charlene explained that, despite the profile of her father, she ended up in public schools because her father wanted it.

According to her, the president believed in the country’s education system and wanted his generation to school through it at a time other prominent figures were taking their children to high-level international schools.

“I was student at Moi Girls High School. I was a chapel prefect…My father is a believer in this education system. There is a new CBE, but he has always been a firm believer in our Kenyan education system. All the time I meet people and they ask why I didn’t go to international schools, or outside the country for high school. But he is a big believer in this system,” she said.

Charlene recounted how the experience at the school shaped her into who she is today.

According to her, the status of her father did not influence her to demand admission to expensive institutions, adding that she enjoyed her stay at the school.

“I loved my journey at Moi Girls High School. It shaped who I am today,” she said.

Besides her secondary education, Charlene schooled locally for her undergraduate education.

She completed her bachelor’s degree in mass communication at Daystar University, then pursued an MBA in hospitality management at Les Roches International School in Switzerland.

Iran attacks US bases in Bahrain

On February 28, 2026, Iran launched retaliatory missile strikes against U.S. military installations in Bahrain following the joint U.S.-Israeli offensive known as “Operation Epic Fury”. 

The U.S. Navy’s 5th Fleet headquarters (Naval Support Activity Bahrain) in the Juffair district of Manama was confirmed as a primary target.

Bahrain’s National Communication Centre confirmed that a “service centre” affiliated with the 5th Fleet was “subjected to a missile attack”.

Witnesses reported hearing loud explosions and seeing heavy smoke rising from the Juffair area.

There have been no immediate official reports on casualties or the specific extent of structural damage, though the situation remains “active”. 

Beyond Bahrain, Iran’s Islamic Revolutionary Guard Corps (IRGC) claimed strikes on several other U.S. bases in the region:

Missiles targeted Al Udeid Air Base; Qatari officials reported successfully intercepting at least one missile using the Patriot defense system.

Explosions were reported at Al Dhafra Air Base near Abu Dhabi.

The Ali Al Salem Air Base was also reportedly targeted in the barrage.

Sirens were activated near the Muwaffaq al-Salti base. 

The U.S. Embassy in Bahrain has instructed all American personnel and citizens to shelter in place.

Bahrain, Kuwait, and the UAE have temporarily closed their airspace to civilian traffic as a precautionary measure.

Recent satellite imagery suggested some U.S. naval assets were moved out of the Bahrain base prior to the strikes as a defensive precaution.

Uproar as Plain-clothe Officer Fires Shots at University of Nairobi Student House Party

On February 28, 2026, a viral video emerged showing a man believed to be a police officer firing shots at a student’s house during a night party near the University of Nairobi’s Kikuyu campus. 

The armed individual, reportedly carrying a G-3 rifle, was filmed firing shots at a student’s residence to force them to open the door.

After failing to force the door open, the officer moved to a window, opened it, and fired a shot directly into the room while shouting commands such as “Fungua, chini, inua mkono” (Open, get down, raise your hands).

National Police Service (NPS) Spokesperson Muchiri Nyaga stated on February 28 that the reports are currently “assumptions and hypotheses” and must be verified before a formal comment is issued. 

This incident follows a series of high-profile shootings involving students in Nairobi during February 2026: 

On February 7 a 21-year-old KMTC student, Sheryl Adhiambo, was fatally shot in Huruma during a police operation, sparking major protests.

On February 11 two police officers were arrested and charged for the shooting death of a 19-year-old man in Nairobi’s Mukuru Kwa Njenga.

Treasury Terminates Union Contracts for IRS, Fiscal Service Workers

WASHINGTON

The Treasury Department has terminated its collective bargaining agreement with unionized workers at the Internal Revenue Service, the agency confirmed Friday, marking an escalation in President Donald Trump’s push to exert greater control over the federal workforce.

The union contract for the Bureau of the Fiscal Service, which processes payments for the government, was also terminated this week, according to two people familiar with the decision.

The National Treasury Employees Union did not immediately respond to a request for comment.

Workers at both agencies are represented by the National Treasury Employees Union. Agency leadership informed employees that Treasury was ending their collective bargaining agreements under authority granted by an executive order Trump signed in March.

The move represents a significant step in the administration’s broader effort to reduce the influence of federal employee unions and streamline personnel management across the government.

It was not immediately clear how many workers would be affected or what specific changes in working conditions might follow the termination of the contracts.

The National Treasury Employees Union did not immediately respond to a request for comment.

As EU Hardens Borders, Crete Emerges as New Migration Flashpoint

TYMPAKI, Greece

An Israeli-built Heron 2 drone whirs off the tarmac on a new surveillance mission, its sensors scanning the 350-kilometer (220-mile) stretch of sea between Libya and the Greek island of Crete.

The aircraft can detect activity hidden below deck on vessels making one of the most dangerous journeys in the Mediterranean.

Crete, Greece’s largest island, has become an unexpected epicenter in Europe’s migration crisis.

According to Frontex, the European Union’s border agency, the island saw a threefold increase in irregular migration last year, recording about 20,000 arrivals and becoming Greece’s busiest point of entry.

The surge comes even as overall irregular migration to Europe fell by 26% in 2025 compared with the previous year.

The passage to Crete is now one of Europe’s deadliest migration corridors, a vast and perilous expanse where unclaimed bodies frequently wash ashore.

Fueled by wars and instability across Africa, the route is growing busier even as pressure eases on other Mediterranean pathways.

As the EU prepares to implement tougher measures to combat illegal migration, Frontex says it will focus resources on Crete in an attempt to stem the surge in arrivals.

The agency’s increased presence, including surveillance drones and patrol assets, reflects a broader European shift toward stricter border enforcement—and the recognition that as one route closes, another often opens.

Kilifi man sentenced to 30 years for killing wife over Instagram dispute

The Director of Public Prosecutions (DPP) has secured a major legal victory after a Kilifi man was sentenced to 30 years in prison for the brutal murder of his wife, in a case that shocked the community.

Justice Wendy Kagendo Micheni of the High Court in Mombasa handed down the sentence to 40-year-old Murad Awadh Mbaraka, who was found guilty of killing his wife, Nuru Ibrahim, following ongoing domestic disputes, including arguments over her Instagram use.

The prosecution, led by Principal Prosecution Counsel Frank Sirima, presented a strong case supported by ten witnesses.

Evidence showed that Mbaraka acted with premeditation and malice on the night of June 19, 2022, in front of the couple’s five children.

An 11-year-old daughter told the court she heard her mother scream for help as her father repeatedly assaulted her. Neighbours who attempted to intervene were reportedly threatened and blocked from entering the house.

Forensic analysis confirmed Mbaraka’s presence at the scene, linking him to the murder through blood evidence found on a knife, broken pieces of a baby’s cot, and his clothing.

Witnesses also refuted the accused’s claims that an intruder was responsible, and his employer disproved his alibi.

Justice Micheni described the act as deliberate and violent, highlighting the severity of the crime. She said the sentence serves both as punishment and a deterrent to domestic violence.

The court granted Mbaraka 14 days to appeal the judgment.

This ruling is seen as a landmark victory in Kenya’s fight against domestic violence, sending a strong message that such crimes will attract severe consequences.

Kim Jong Un Gifts Rifles to Officials as Daughter’s Profile Rises After Party Congress

SEOUL, South Korea

North Korean leader Kim Jong Un has gifted new sniper rifles to top government and military officials following a major ruling party congress, as state media showcased images of his teenage daughter handling a weapon at a shooting range—the latest in a series of public appearances fueling speculation that she is being groomed as a future leader.

Kim presented the rifles to senior party and military officials on Friday, calling them a sign of his “absolute trust” and gratitude for their commitment over the past five years since the last Workers’ Party congress in 2021, the Korean Central News Agency reported Saturday.

State media photos captured the aftermath of the gift-giving: Kim Yo Jong, the leader’s powerful sister, and other top officials aiming the rifles at a shooting range.

In a striking image, Kim’s young daughter—dressed in a brown leather coat resembling her father’s iconic style—was seen handling the weapon as smoke rose from the barrel.

The teenager’s increasingly prominent appearances have drawn attention from outside observers, who view them as a sign that Kim may be preparing his daughter, believed to be named Kim Ju Ae, for a future leadership role.

The weeklong party congress also solidified the position of Kim Yo Jong, who in recent years has served as her brother’s fierce spokesperson toward Washington and Seoul.

According to the KCNA report, she now holds the title of general affairs director of the party’s central committee following a promotion—a role signaling broader oversight of the party’s internal operations and administrative affairs.

Lithium Producer SQM Sees Global Demand Growing 25% This Year

Sociedad Química y Minera de Chile (SQM), a top global lithium producer, has forecast a 25% increase in worldwide lithium demand for 2026.

This bullish outlook follows a record fourth quarter in 2025, where the company reported sales volumes exceeding 66,000 metric tons—a 50% jump year-over-year.

The primary engines for this demand are the continued expansion of the electric vehicle (EV) market and large-scale energy storage systems (ESS).

SQM indicates the industry is emerging from a global supply glut that depressed prices throughout 2024 and 2025.

This is the first outlook since SQM integrated Chile’s state copper giant, Codelco, into its Atacama operations under a new joint venture, Nova Andino Litio SpA, which aims to increase production by 30% in the coming years.

Global consumption is expected to reach over 1.5 million metric tons this year and potentially rise to 1.7 million tons in 2027.

While spot prices remain significantly below their 2022 peaks, they have shown signs of a “disciplined recovery,” doubling from their mid-2025 lows.

Pastor Dorcas Rigathi penned a heartfelt message to former Deputy President Rigathi Gachagua as he turned a year older on Saturday, February 28.

Pastor Dorcas praised her husband for his leadership at home in the country, defining him as a man with great strength of character.

She also stated that Gachagua embodied wisdom and integrity and professed her love for him.

Gachagua and his family pride have traditions of celebrating milestones together and supporting each other during tough times.

The Democracy for the Citizens Party (DCP) leader also received wishes from former Laikipia Woman Representative Cate Waruguru, who welcomed him to the county.

“Today we celebrate a bold, fearless and unwavering leader, Rigathi Gachagua, as he marks another year of life and purpose. Your resilience, clarity of vision and firm stand for the people continue to inspire millions across the country,” Waruguru wrote.

Gachagua, who turns 61 today, will be holding a rally in Laikipia County alongside other leaders from the United Alternative Government.

The United Opposition spent a week in Kisii and Nyamira Counties on a popularisation drive, before returning to Nakuru County, where they made stops in Nakuru City, Naivasha and Mai Mahiu.
