EPRA issues tough new safety rules for LPG cylinder traders

The Energy and Petroleum Regulatory Authority (EPRA) on Monday, February 23, announced seven new guidelines for businesses seling gas cylinders on wholesale and retail.

EPRA, through a notice sent out to retailers, called for the compliance by traders in the gas industry to ensure safety.

The Authority demanded that all traders should only sell gas from brands which have given them express consent to sell their product, and have a valid fire certificate.

“LPG Traders must only offer for sale LPG cylinders for which they have obtained written consent from the legally registered brand owner and where such consent has be notified to EPRA,” the notice read in part.

EPRA also empasised on the need to protect customers from sellers who sell incomplete cylinders.

“Businesses must have a calibrated weighing scale and must issue a receipt bearing the particulars of the cylinder sold to each consumer,” the notice read in part.

Traders in the gas business have been ordered to adhere to the Kenya Standards: KS EAS 924-1: 2018, which recommends that storage and filling sites for refillable LPG containers of capacity should not exceed 150 litres.

“Gas cylinders must be stored in a well-ventilated, secure, and designated areas, protected from ignitions sources and flammable materials. Full and empty cylinders must be clearly segregated,” EPRA wrote.

Traders ave further been direct to transport gas cylinders in an upright position to pevent wear, defacement and loss of critical cylinder markings.

EPRA has limitted the number of 6kg cylinders transported on motorcycle to six per trip while only four 13kg cylinders can be transported at a time on the two wheelers.

Traders have been advised to provide clear safety information, at least two sets of symbolic signs, at the point of sale to act a warning to members of public.

Failure to comply to the guidelines will attract immediate enforcement action, including prosecution, fines, suspension, or the revocation of the operating licenses.

Members of the public have also been urged to report any retailer or wholesaler suspected of operating in contravention of the LPG laws.

4 players targeted with racist abuse online after Premier League games

Four Premier League players were targeted with racist abuse online after their games this weekend.

Chelsea defender Wesley Fofana and Burnley midfielder Hannibal Mejbri shared images of racist messages they were sent privately over Instagram following their teams’ match at Stamford Bridge on Saturday that finished 1-1.

Wolverhampton striker Tolu Arokodare showed racially aggravated messages he received on Instagram after a 1-0 loss at Crystal Palace on Sunday, during which he had a penalty saved. Sunderland winger Romaine Mundle was also subjected to “vile online racist abuse,” his club said in a statement, after his substitute appearance in a 3-1 home loss to Fulham.

The incidents came days after UEFA began an investigation into claims by Real Madrid forward Vinicius Junior that he was racially abused on the field by Benfica’s Gianluca Prestianni during a Champions League game in Lisbon.

Fofana, who was sent off for receiving two yellow cards against Burnley, posted screenshots of messages he had been sent and wrote on Instagram: “2026, it’s still the same thing, nothing changes. These people are never punished.

“You create big campaigns against racism, but nobody actually does anything.”

Mejbri wrote on his Instagram story: “It’s 2026 and there are still people like that. Educate yourself and your kids, please.”

Chelsea said in a statement the abuse directed at Fofana was “completely unacceptable and runs counter to the values of the game and everything we stand for as a club.”

“We stand unequivocally with Wes,” the statement read. “He has our full support, as do all our players who are too often forced to endure this hatred simply for doing their job.

“We will work with the relevant authorities and platforms in identifying the perpetrators and take the strongest possible action.”

Burnley said in its statement there was “no place for this in our society and we condemn it unreservedly.”

One of the racist messages sent to Arokodare on Sunday appeared to be from a gambler.

Writing on his Instagram story, Arokodare said: “It’s still unbelievable to me that we’re playing in a time where people have so much freedom to communicate such racism without any consequences.”

Wolves said in a statement that “There is no place for racism — in football, online, or anywhere in society. We condemn this abhorrent and unlawful behavior in the strongest possible terms.”

The club “has reported the posts to the relevant platforms and will work with the Premier League and the authorities to help identify those responsible and ensure appropriate action is taken.”

Barcelona beat Levante to return top of La Liga

(AP) — Barcelona took advantage of Real Madrid’s stumble and regained the Spanish league lead with a comfortable 3-0 win over relegation-threatened Levante on Sunday.

Marc Bernal, Frenkie de Jong and Fermín López scored a goal each as Barcelona ended a two-game losing streak to get back in front of rival Madrid, which lost 2-1 at Osasuna on Saturday.

Barcelona moved one point ahead of Madrid, which had won eight in a row in the league before losing to Osasuna.

“We know it isn’t easy to start winning again after two defeats, but the team gave a very good response” Barcelona coach Hansi Flick said.

Barcelona had earned a clean sheet only once in its previous six games in all competitions.

Good start for Barcelona

Bernal scored from close range four minutes into the match at the Camp Nou Stadium. The 18-year-old Bernal had scored his first goal with the first team two rounds ago in a win over Mallorca.

“They had an early chance but my goal helped us settle and gain some confidence,” Bernal said.

De Jong added to the lead from inside the area in the 32nd and López sealed the victory with a beautiful long-range shot in the 81st, with the ball ricocheting off the post before going into the net.

It was the fourth straight defeat for Levante, which is in 19th place. It is one point ahead of last-place Oviedo, which has a game in hand.

Levante has only one victory in its last eight matches.

Pedri entered the match in the 66th to make his return to action nearly a month after an injury layoff.

Yamal’s 100th win

Lamine Yamal celebrated his 100th win with Barcelona, becoming the youngest player to reach that mark in official matches for the club.

The 18-year-old Yamal’s 139 games include 16 draws and 23 defeats.

Flick downplayed Yamal’s apparent disappointment at being replaced in the final minutes.

Other results

Third-place Villarreal, Barcelona’s next league opponent, restored a three-point gap to fourth-place Atletico Madrid by coming from behind to beat Valencia 2-1 at home. Atletico beat seventh-place Espanyol 4-2 at home on Saturday.

Sixth-place Celta Vigo defeated relegation-threatened Mallorca 2-0 at home with veteran forward Iago Aspas scoring in the 85th and 90th minutes. Celta had been winless in four straight league matches. Mallorca has lost six of its last eight games.

Sevilla won 1-0 at 10-man Getafe for its second win in its last 10 matches in all competitions.

Djibril Sow scored a 64th-minute winner for the visitors. Getafe played a man down from the 26th after a straight red card for Djene Dakonam.

The result left Sevilla in 11th place, immediately above Getafe.

Kenya Airways cancels New York flights over US blizzard warning

Kenya Airways has cancelled its Nairobi-New York and New York-Nairobi flights following severe winter weather that has disrupted operations at John F. Kennedy International Airport (JFK).

In a customer update issued on Saturday, the airline said a Blizzard Warning and heavy snowfall across parts of the United States forced airport authorities to suspend flight operations for specific periods.

The affected flights are KQ 002 (Nairobi to New York) scheduled for February 22 and KQ 003 (New York to Nairobi) scheduled for February 23.

Kenya Airways said passenger safety remains its top priority and apologised for the inconvenience caused.

The airline plans to resume operations with KQ 002 on February 24 and KQ 003 on February 25, subject to improved weather conditions.

Customers have been advised to check the airline’s website, mobile app, or contact customer support for the latest updates as the situation continues to be monitored.

Kasarani MP Ronald Karauri declares 2027 Nairobi gubernatorial bid

Kasarani MP Ronald Karauri has announced his intention to contest the Nairobi gubernatorial seat in the 2027 General Election, saying there are persistent leadership gaps in the capital.

Karauri said he was entering the race with the backing of constituent from Kasarani and confidence in his ability to turn around the city’s fortunes.

The legislator expressed optimism about his chances at the ballot, saying residents would see tangible improvements under his administration if he is elected.

“Leadership is the main problem in Nairobi. With the backing of the people of Kasarani, I have decided to go for the Nairobi gubernatorial seat,” he said.

“I will be on the ballot. If elected, Nairobi residents will not complain.”

He argued that managing the city should not be overly complex, pointing to the county’s significant budget allocation as a key enabler of service delivery.

“We are complaining about small matters. Nairobi leadership is not a hard thing because it has a budget allocation,” he added.

Karauri is an astute businessman who owns several ventures.

Several politicians have already declared or hinted at their interest in contesting for the city’s top seat in the 2027 General Election.

While some have made their intentions official, others are still weighing their options or signaling interest.

Former Trade Cabinet Secretary Moses Kuria declared his bid for the Nairobi gubernatorial seat in 2027.

Posting on his X account on October 13, 2025, the former Gatundu South MP said he was motivated to seek the position in order to “clean up” the county, which he described as struggling under poor management.

Kuria’s declaration came after he supported President William Ruto’s remarks on Sunday, October 12, 2025, about transforming Kenya into a first-world country.

“Dear President William Ruto, today you spoke to my heart. As Prime Minister Baba Raila Amolo Odinga has told me countless times, Nairobi cannot continue being the city of filth, garbage, and incompetence. I have heard your cry. That is why I will offer myself to be the governor of the great county of Nairobi in 2027. I will fix Nairobi,” Kuria said.

Embakasi East MP Paul Ongili, popularly known as Babu Owino, also declared his candidacy for Nairobi Governor in the 2027 General Election, saying he will contest with or without the backing of the ODM party.

“I am sure I will not get the ODM ticket to vie for Nairobi Governor in 2027. Sakaja was endorsed by Raila at Bomas during the AUC prayer meeting. I know I will not get the ODM ticket, but I will still respect Raila as my political godfather, even though all my plans are in God’s hands,” Babu said during a breakfast interview on Kameme TV on Thursday, September 4, 2025.

Journalist and political analyst Tony Gachoka also announced his intention to contest the Nairobi gubernatorial seat in 2027.

Gachoka joined KANU on June 24, 2025, and officially declared his bid for the Nairobi Governor’s seat.

“The purpose of being here today is to announce that I, Tony Gachoka, will be running for the gubernatorial seat in Nairobi,” Gachoka stated

Pioneering Coral Breeding Lab Opens, Boosting Reef Regeneration Efforts

Canon EMEA (www.Canon-CNA.com), in partnership with Coral Spawning International (CSI) and Nature Seychelles (NS), has successfully achieved, and experienced its first coral spawning event in the newly established on-land coral breeding lab on Praslin Island in the Seychelles. The lab was built as a part of Nature Seychelles’ Assisted Recovery of Corals (ARC) facility and represents a significant advancement in restoring and protecting coral reefs against climate change by pioneering controlled sexual reproduction.

Since its operational launch in November, the lab has successfully produced approximately 800,000 coral embryos from 14 colonies belonging to the species Acropora tenuis cf. macrostoma. Initial evidence is highly encouraging showing the settlement of approximately 65,000 new corals, indicating the potential increase of genetic diversity and thermal resilience of the reef in the Seychelles.    

This has been achieved by moving beyond traditional ‘coral gardening’ techniques that normally result in genetically identical corals. Supported by Canon’s investment and advanced imaging equipment, the lab enables unprecedented observation and documentation during these natural spawning events. These tools are essential for building a diverse genetic bank of resilient coral species and provide researchers with invaluable data on reproductive timing and critical early growth and survival, all of which are crucial for developing reefs capable of withstanding threats like coral bleaching.

“Witnessing our first successful spawning event at the lab has been incredibly rewarding,” says Dr. Nirmal Shah, CEO of Nature Seychelles. “This lab, a key addition to our ARC facility thanks to Canon’s vital support and technology, has changed what is possible for coral restoration in the Seychelles. Since November 2025, we have seen coral offspring not only survive, but settle, grow, and cross the most fragile thresholds of early life, turning a moment of spawning into a pipeline of living, growing reef builders. In the months ahead, our focus is to move from proof of concept to impact at scale: increasing production, sharpening our understanding of priority species, and opening to students and partners so restoration becomes a next-level effort.

​UN Secretary-General warns against the worldwide surge in “rule of force

UN Secretary-General António Guterres warned that the global “rule of law” is being outmuscled by a “rule of force” during his opening address at the UN Human Rights Council in Geneva on February 23, 2026. 

Guterres stated that human rights are under a “full-scale attack” globally, occurring in plain sight and often led by those with the greatest power.

He decried a world where mass suffering is “excused away” and international law is treated as a “mere inconvenience”.He warned that technology, specifically Artificial Intelligence, is being wielded to suppress rights, deepen inequality, and target marginalized communities.

Guterres specifically voiced outrage over the continuing war in Ukraine, noting over 15,000 civilian deaths in four years, and condemned violations in Occupied Palestinian Territory, where he claimed the two-state solution is being “stripped away in broad daylight”. 

UN Human Rights Chief Volker Turk echoed these sentiments, noting that “domination and supremacy are making a comeback” and that the use of force to resolve disputes is becoming normalized at a rate not seen in 80 years.

Guterres urged world leaders to stop treating the UN Charter and the Universal Declaration of Human Rights as a “menu” where they pick only the parts they like.

World Bank Commits $1.2bn to Back Papua New Guinea’s Efforts to Create More Jobs

A new six-year partnership between the World Bank Group and Papua New Guinea aims to support the reforms and investments necessary to create jobs, improve services, and help build a foundation of lasting resilience.

The World Bank Group’s Board of Executive Directors approved the new Country Partnership Framework (CPF) on February 17, 2026, setting the direction for World Bank Group support through 2031 in line with the government’s own development priorities.

Papua New Guinea is rich in natural resources but faces significant challenges to turn this wealth into better living conditions for all Papua New Guineans. With most of the population living in remote areas and limited access to basic infrastructure, expanding opportunity beyond the extractive sector and strengthening institutions will be critical.  

The CPF puts jobs at the center and focuses on four priorities: building skills and human capital, connecting communities to basic infrastructure, strengthening economic governance, and supporting private sector growth and economic diversification. Agriculture is a key area, with strong potential to create jobs if productivity and access to markets improve.

The new partnership will invest in education, health, and nutrition, critical in a country where the Human Capital Index stands at 0.42, while expanding access to electricity, roads and basic infrastructure so rural communities can participate more fully in the economy. It will also support reforms to improve transparency in the management of resource revenues, ensuring public funds are better directed toward people and infrastructure. 

“Papua New Guinea has immense natural wealth and extraordinary human potential,” said Han Fraeters, World Bank Director for Papua New Guinea, Solomon Islands, and Vanuatu. “Turning that potential into tangible development outcomes and opportunities for all Papua New Guineans is the challenge ahead. We look forward to supporting practical reforms and investments that create jobs, strengthen institutions, and contribute to a more resilient and secure Papua New Guinea.”  

The CPF includes an estimated US$1.2 billion financing envelope over six years from the World Bank Group. Together, the World Bank Group will help mobilize private capital, strengthen economic governance, and improve transparency and management of resource revenues so that growth delivers greater benefits for Papua New Guineans. 

UDA suspends grassroots meetings in Gusii ahead of opposition tour

The United Democratic Alliance (UDA) has suspended its ongoing grassroots sensitization meetings across the Gusii region for three days to pave the way for a planned tour by opposition leaders.

South Mugirango MP Sylivanus Osoro said the decision was made in the spirit of democracy and political tolerance, allowing opposition leaders adequate space to conduct their roadside engagements.

“This pause is intended to accord our competitors in the opposition sufficient space to carry out their activities as communicated through the press,” Osoro said in a statement on Sunday.

He urged UDA members, supporters, and residents of the Gusii region to maintain peace, mutual respect, and decorum during the period, emphasizing the importance of safeguarding every political player’s right to freely and safely engage with the public.

The grassroots sensitization meetings will resume on Thursday, February 26, and continue through March 14. The exercise is expected to cover all 65 wards in the Gusii region in preparation for the March 28 UDA grassroots elections to be held across polling centres.

Osoro thanked party members for what he described as their discipline and commitment, reiterating UDA’s dedication to peaceful, issue-based, and progressive politics.

Meanwhile, leaders of the United Opposition coalition are set to tour Kisii County from Monday. The organizers have described the visit as a major political engagement aimed at consolidating regional support.

The delegation will be led by former Interior Cabinet Secretary Fred Matiang’i and will include key coalition principals such as Kalonzo Musyoka and Rigathi Gachagua.

They are scheduled to hold a series of rallies and consultative meetings in Kisii and Nyamira towns, where they are expected to address issues affecting residents, including the rising cost of living, youth unemployment, infrastructure development, and agricultural support for small-scale farmers.

County leaders allied to the opposition say the visit underscores the region’s strategic political importance and reflects growing demand for inclusive governance and economic reforms.

Local authorities have confirmed heightened security measures in Kisii town to ensure orderly proceedings during the rallies. Businesses in the central business district are also preparing for increased activity as supporters from neighboring counties are expected to attend.

Political analysts view the tour as a calculated move by the opposition to solidify support in the Gusii region, historically considered a battleground in national politics.

The United Opposition has indicated that similar visits are planned in other regions in the coming weeks as it intensifies engagement with supporters across the country.

Ugandan Oscar Ntambi arrives in Kenya for Crucial Safari Rally Test Ahead of WRC Showdown

Ugandan rally driver Oscar Ntambi flew into Kenya over the weekend to fine-tune his car at Stoni Athi as preparations intensify for the upcoming Safari Rally Kenya slated for March 12–15 in Naivasha.

Ntambi, now behind the wheel of a Mitsubishi Evo X Ralliart, conducted an extensive testing session alongside Kenyan driver Nikhil Sachania, focusing on suspension setup, durability, and pace ahead of what is widely regarded as the toughest event on the World Rally Championship calendar.

“This is a special rally for every driver in Africa and beyond. Flying in to test at Stoni Athi was important because Safari is unique; you must prepare for everything. The car felt good, and we have made adjustments that give us confidence heading into Naivasha,” said an elated Ntambi.

The Safari Rally marks the third leg of the global circuit and has attracted over 40 crews from around the world. It will feature 20 competitive stages covering more than 350 kilometers of rally distance, with new stages introduced this year to add fresh complexity and flavor to the fabled event known for its punishing terrain and unpredictable conditions.

Ntambi will be navigated by his long-time teammate Muhamadi Uthumaan, a partnership that dates to 2018. The duo has built strong chemistry over the years, and they will be aiming to translate that experience into a solid performance in Naivasha.

Speaking after the test, navigator Muhamadi Uthumaan said: “It is a dream come true to line up for the Safari Rally. I have followed this event for years, and to finally compete in it is special. Oscar and I understand each other well, and our focus is to stay consistent, manage the car carefully, and finish strong.”

Ntambi is part of a formidable five-driver KCB Racing Team lineup that also includes two-time African champion Karan Patel, rising talent Tinashe Gatimu, Nikhil Sachania, and Rwanda’s accomplished driver Queen Kalimpinya.
