Ruto Swears In 50 CASs Amid Parliament Standoff

President William Ruto presided over the inauguration of Chief Administrative Secretaries at State House in Nairobi on Thursday.

The 50 Chief Administrative Secretaries were legally appointed on Wednesday after the National Assembly refused to vet nominees due to a lack of constitutional power.

“The obligation to respect, uphold, and defend the Constitution obligates the House to refrain from assuming and discharging a role that the Constitution or written law has not expressly assigned to it.”

“In that regard, the National Assembly is unable to vet the nominees in the absence of an express constitutional or statutory requirement to do so,” said National Assembly Speaker Moses Wetang’ula in a memorandum.

According to State House Spokesperson Hussein Mohammed, after the memorandum, the President effectively appointed the nominees to various ministries as previously notified.

“The State Appointees are now scheduled to subscribe to their solemn Oath of Office to facilitate the ascension of the Chief Administrative Secretaries to Office,” Mr Mohammed stated.

Despite the fact that the Constitution limits ministries to 22, the CAS post created by Dr. Ruto’s predecessor, Uhuru Kenyatta, does not limit the President to extend the number.
