President William Ruto has appointed columnist and social media commentator Gabriel Oguda to a 5-member committee to oversee the implementation of the National Dialogue Committee (NADCO) report.
In a statement on Wednesday, August 6, President Ruto confirmed that Oguda and four other individals would be tasked with overseeing the implementation of the 10-Point Agenda agreed upon by President William Ruto and ODM leader Raila Odinga.
“Today, 6th August 2025, the Principals announce the formation of a five-member committee tasked with overseeing the implementation of the 10-Point Agenda,” the statement read.
The committee will be chaired by former nominated Senator, with Fatuma Ibrahim, Kevin Kiarie and political analyst Javas Bigambo also forming part of the five-member team.
The five have been entrusted with translating the political agreement into solid national outcomes through broad-based consultation and engaging stakeholders about the NADCO report.
Besides the five-member committee, a joint secretariat, which will be co-led by Executive Secretaries from UDA and ODM, has also been established to provide technical and operational support to the committee.
The committee will be fully funded and facilitated by both parties.
The MoU aimed to address enduring challenges to Kenya’s nationhood through the following key commitments:
1. Full implementation of the NADCO Report.
2. Inclusivity in all spheres of public life.
3. Protecting and strengthening devolution.
4. Promoting and protecting the livelihood of the youth.
5. Leadership and integrity.
6. The right to peaceful assembly as enshrined under Article 37 of the Constitution of Kenya; and compensation for victims of protests and Riots.
7. The National debt.
8. Fight against corruption.
9. Stopping wastage of public resources and promoting Government efficiency.
10. Protecting and promoting sovereignty of the people, rule of law, and Constitutionalism.
In executing its mandate, the committee will undertake broad public consultations involving government bodies, independent commissions, civil society, religious institutions, and the private sector.
The goal is to ensure that the implementation process is inclusive and reflective of the aspirations of all Kenyans.
The committee will begin its work immediately and is expected to submit progress reports to the Principals every two months and to a joint Kenya Kwanza–ODM Parliamentary Group on a quarterly basis.
The group will hold its inaugural sitting on August 18, 2025. A final report detailing the implementation status of the MoU will be released to the public on March 7, 2026, marking one year since the signing of the agreement.
