Waiguru ordeal: MCAs expose rot in Kirinyaga county procurement process

As the Senate opens its doors into the second day of Governor Anne Waiguru’s impeachment hearing, a lot had been revealed from the MCA’s presentation – By Gerald Gekara.

Top of the list, is the expose of an alleged fraud where by the governor is implicated in an irregular award of a 100 Million tender to two companies with striking similarities.

According to High Court advocate Ndegwa Njiru, Waiguru had abused her office by awarding a tender to a company that presented two different entries. Velocity Ltd had won tenders for the supply of software management system for the county health facilities.

And inorder to facilitate this move, Njiru argued that Waiguru forced

Ms Pauline Kamau, as the director of administration even though she did not have the minimum qualification.

He claimed Ms Kamau was forced on the job despite there being no vacancy. He added that the person who was holding the job was more experienced and qualified than the governor’s choice.

The MCA claimed that the governor had used similar influence to have individuals; Ms Kamau and Wayne Gichira, to sit on the county tender committee inorder to advance the governor’s interests.

Ms Pauline was added as the director of administration, despite have the minimum qualification to hold that office.

Njiru also fanned the flames, probing an alleged loan purchase of a Toyota Land Cruiser vehicle at a cost of 14 Million, without passing the vehicle under the county supplementary budget.

“The executive prepared a budget with a vote for the purchase of the vehicle as part of the development budget instead of a recurrent budget and the office of the controller of budget refused to approve it… Instead, the county secured a loan facility and used it to purchase the Toyota Land Cruiser for use by the governor,” he said.

Njiru also took to task Sh10.6 million paid as an imprest for a foreign trip to the US and Italy, which he said, she never visited any.

However, during the governor’s defence, the MCAs were at pains to prove the allegations through reciepts and logs from the Integrated Financial Management Information Systems.

The defense led by Paul Nyamodi, Andrew Karani and Kamotho Waiganjo cross-examined witnesses presented before the Cleophas Malala- led committee, on the accusations, which they terribly failed to address the woes of the MCAs.
