Budget Stand-off Stalls World Bank Projects

Kilifi Governor Amason Kingi, Legal Committee of the Council of Governors (COG) and World Bank (WB) officials is planning for a meeting with the Controller of Budget to resolve a standoff that has led to the stagnation of water projects in Kilifi County.

The Governor spoke when he hosted WB officials led by Lewnida Sara in his office in Kilifi town.

They were in the county to check the status of World Bank-funded water projects in Malindi and Kilifi towns.

Governor Kingi said it was regrettable that the projects that were to be implemented through conditional grants from the World Bank have been delayed following a stalemate caused by a court ruling that barred counties from accessing the funds.

“The move has affected the timelines for completion of the projects and depriving the targeted populations of the gains envisaged. As a County Government and together with the World Bank, and the Legal Committee of the Council of Governors (COG), we have a sitting with the Controller of Budget (COB) and push for a review of the Court order so that we can access the funds to have the projects completed,” the Governor said.

The Governor was in the company of County Finance Executive Samuel Nzai Kombe, Water, and Sanitation Chief Officer Frederick Kaingu and Kilifi Water and Sewerage Company (KIMWASCO) Managing Director Hezekiah Mwaruwa.

Ms. Sara said such court cases are going to do a big disservice to the people of Kilifi and Malindi towns because either way, WB projects have a tight timeline that has to be met.

“We have seen how some of the projects have stopped because of the counties unable to access the funds following the court order. However, I am sure that once the stalemate has been addressed, they shall be able to continue. If they persist, then it will be unfortunate that the said projects might not be able to be completed,” she said.
