Bipartisan Team Asks Kenyans To Submit Views On Talks

The National Dialogue group has requested public input on the issues agreed upon for debate.

The discussions team invited the public to submit memoranda to the National Dialogue Committee on subjects of concern to Kenyans in a notice issued on Friday.

“By virtue of its mandate, the Committee now invites the public and stakeholders to make representations on any or all of the five issues as framed by the National Dialogue Committee,” according to the notification.

Those who wish to express their opinions may do so in writing to the Clerk of the National Assembly or the Senate, in person at the Parliament building, or through email by September 8, 2023.

The National Dialogue Committee agreed Tuesday to consider all agenda topics presented by both the ruling Kenya Kwanza Alliance and Azimio la Umoja One Kenya, signalling a significant step forward in planned negotiations.

However, the panel noted in a telling rider that its final report to Parliament will include “a list of agreed and unagreed issues.” 

Furthermore, if “irreconcilable differences” arise during the deliberations on some of the subjects, President Ruto and Mr Odinga will be asked to provide “direction and resolution.”

The 10-member team will consider Article 43 of the Constitution (economic and social rights), the cost of living, the two-thirds rule implementation, and governance, particularly the promotion of national unity and inclusion in public appointments.

On electoral justice, the camps will seek agreement on the reorganisation and rebuilding of the Independent Electoral and Boundaries Commission, boundary delimitation, and audit of the presidential election in 2022.

Furthermore, the team will work to include in the Constitution the National Government Constituencies Development Fund, the National Government Affirmative Action Fund, and the Senate Oversight Fund. 

It will also debate the establishment of the office of Leader of the Official Opposition and the constitutionalization of the position of Prime Cabinet Secretary.
