Independent Electoral and Boundaries Commission (IEBC) Commissioner Anne Nderitu has announced that the commission is set to roll out a digital voter registration system that will allow Kenyans to register using their mobile phones.
During an interview on Thursday, November 13, 2025, Nderitu explained that the electoral body is working to implement a system that will enable voters to complete much of the registration process remotely, making it more convenient and efficient.
She noted that the digital platform will include a pre-registration module where citizens can enter their personal information in advance.
Nderitu said the proposed system will require users to scan their national identification cards and populate their personal data into the IEBC system.
After submitting their information, voters will be able to schedule an appointment with a registration officer to complete the process.
The final step will involve capturing biometric data, where, now, according to Nderitu, one will be required to travel to the offices for completion of the process.
“But in terms of digital registration, we are actually processing and coming up with what we are calling a pre-registration module, where you capture your data just the way you are saying you capture your data. Indeed, you are going to scan your ID at the back of the ID here. There’s usually some coding there, RMDs that are there. Then you just whatever, and you populate your data into the system,” Nderitu said
She added that the digital registration process will be similar to other government digital services, such as the procedures used by the Directorate of Criminal Investigations (DCI) for eCitizen forms.
According to Nderitu, this method will simplify voter registration by allowing citizens to complete most steps remotely before visiting the registration centre for biometrics.
