Bungoma Governor Lusaka makes fresh cabinet reshuffle days after mass dismissals

Bungoma Governor Kenneth Lusaka has announced a fresh reorganisation of his County Executive Committee (CEC) and chief officers, even as a court temporarily stopped his earlier move to dismiss the entire cabinet.

In a statement released on Saturday, April 19, 2026, Lusaka explained that his initial decision to disband the cabinet on April 9, 2026, was taken in good faith and aimed at improving efficiency and strengthening accountability within county operations.

However, the affected officials challenged the move in court. On April 17, 2026, the Employment and Labour Relations Court in Bungoma issued orders halting the dismissal, effectively reinstating the officials pending the hearing and determination of the case.

Governor Lusaka noted that his administration respects the judiciary and will fully adhere to the court directive as the matter continues in court.

He further stated that in order to avoid interruptions in service delivery, he had implemented temporary adjustments within the executive structure.

“To safeguard continuity in service delivery to the people of Bungoma, I have made interim adjustments within the executive arm,” he said.

The reshuffles

As part of the changes, Bonventure Chengek has been transferred from the Roads and Public Works docket to Finance, while Caroline Makali moves in the opposite direction from Finance to Roads.

David Wamamili will continue overseeing public administration while also serving in an acting capacity in the gender, sports, and culture docket.

Several CEC members have retained their roles, among them Andrew Wamalwa (Water), Dr Monica Fedha (Lands), Eng. Agnes Wachie (Education), Eng. Kibunguchi (Agriculture), and CPA Chrispinus Barasa (Health).

Sweeping reforms

Deputy Governor Rev. Jeniffer Mbatiany has been assigned acting responsibilities in the Trade and Industrialisation docket, in line with county legal provisions.

At the same time, architect Douglas Sasita and Benedict Emacar have been directed to proceed on leave until further notice.

In the chief officers’ reshuffle, Dinah Makokha moves to Roads, Edward Makhandia takes over Livestock, while Dr Magrina Mayama is reassigned to Agriculture.

Reuben Wambwa has been placed in charge of water, and David Maling’a shifts to health and sanitation.

CPA Rashid Fwamba will additionally assume acting duties in economic planning alongside his municipal responsibilities.

Other chief officers in departments such as education, public administration, lands, sports, gender, cooperatives, environment, and finance will remain in their current positions.

Lusaka reiterated that his government will continue consultations with the County Assembly and relevant stakeholders to ensure smooth governance and stability.

He also directed the county secretary to complete further administrative adjustments within the Roads and Finance departments within seven days.
