Government Advertising Agency Went Broke — Former Director Reveals

Ngare Gituku, a former GAA director, claims that the agency was unable to meet its debt duties when Treasury withheld 300 million shillings during the 2017-2018 financial year.

Ngare was testifying in a case in which 19 people were charged with conspiring to commit a felony at GAA.

Those charged include former Broadcasting and Telecommunications Principal Secretary Sammy Itemere and Lugari MP Ayub Savula.

He said that despite the PS’s efforts to return the money to meet due expenses, the money was never returned to the agency, thus aggravating the situation.

He said that the agency during his tenure was given 400 million shillings which according to him was a drop in the ocean.

“…money allocated by the treasurer was insufficient, and there was a budgetary deficit,” Ngare told the court.

According to Ngare many advertisers were thrown into the dark not knowing how to do what they had to do because of the lack of preparedness of people placing advertisements with GAA with the expectation that the 400 million would take care of the advertising, and thus GAA continued to receive advertisements, failing which they would have been accused of stalling government business.
