Police IG Japhet Koome Ordered To Appear Before High Court

The High Court has summoned Inspector General of Police Japhet Koome to explain why he has not arrested Ministry of Defense Principal Secretary Patrick Mariru.

According to the court, Mr Mariru failed to pay Ksh. 52 million to nine former KDF officers believed to have been tortured by the Moi regime after the 1982 failed coup d’etat as ordered by the Court.

High Court Judge Justice John Chigiti was informed that the IG had failed to execute a warrant against the PS although the warrant was served to the IG the same day it was issued.

According to the documents filed in Court, “The PS is the accounting officer in the Ministry of Defense hence his responsibility as the office bearer in the capacity,”

Justice Chigiti directed the IG to appear in person on October 25.

The tussle between the Ministry of Defense and the former KDF officers began 2013, when the High Court awarded Ksh.55 million to nine former ex-service officers of Kenya Air Force for torture they underwent after the failed 1982 attempted coup.

Justice Isaac Lenaola, as he was then a High Court judge ordered that each of the petitioners receive Ksh.5.5 million following their eight months from August 1982 to March 1983.

However, the petitioners believe that for reasons best known by the Government, the Government deliberately failed to honor Court ruling.
