Former Samburu Governor Moses Lenolkulal appeared in Court today over Ksh 80 million graft case.
Joel Khisa Nyongesa, a prosecution witness also an officer from EACC and the investigating officer, told the Court that on February 2019, the commission received information that the then Governor of Samburu Lenolkulal, was actively trading with the County Government using his own Oryx service.
As a result, a team of investigators was constituted to come up with objectives to establish, the ownership of Oryx services, to know the identity of Moses Kasaine Lenolkulal, to establish whether Oryx traded with the County Government, to establish whether the trading amounted to a conflict of interest.
According to the IO, on February 20,2019 a search was conducted in the residence of Lenolkulal in Nairobi as well as Samburu County. During the search, a KCB deposit slip for Oryx service station of Ksh 900,000 dated May 26,2014 was obtained. The slip was signed by Moses Lenolkulal.
He proceeded to say that the officers recovered a KCB application of Ksh 715,000 for funds transfer by Lenolkulal through his account number to be transferred to Hass consult sponsored limited for purchase of a house.
A formal transfer of a 2 acres plot in Samburu situated at Shabaa area between Ltipilsa Lekupe and Lenolkulal dated November 17, 2012 was also obtained forming part of the prosecution evidence.
Lenolkulal also initiated transfer of Ksh 8.1M to Galala Abed Advocates domiciled at Imperial bank in Mombasa for the purchase of a car.
Lenolkulal who is charged alongside county secretary Stephen Siringa Letinina, Chief County Secretary Danuel Nakuo Lenolkirina, Josephine Naamo Lenasalia, Reuben Marumben Lemunyete has already been barred from accessing the county offices.
According to the EACC, a petrol station known as Oryx Service station associated with the governor was paid millions through various bank transactions from Samburu County Government.
Oryx Service Station is said to have been awarded a tender to supply the county government with petrol and diesel with EACC saying the company is owned by Lenolkulal and another person called Ndathi.
