Senate Begins Hearings on Isiolo Governor Abdi Guyo’s Impeachment

The Senate has officially begun hearings on the impeachment motion against Isiolo Governor Abdi Guyo, marking a critical phase in the high-stakes political battle over his leadership.

During Tuesday’s plenary session, both the Isiolo County Assembly and Governor Guyo were scheduled to present their statements, setting the stage for a rigorous five-hour cross-examination and re-examination of the County Assembly’s case.

The session will resume on Wednesday, with further scrutiny of the Assembly’s evidence before Governor Guyo faces his turn to respond to the allegations in a detailed grilling by Senators.

The impeachment motion accuses Governor Guyo of gross misconduct, abuse of office, and multiple violations of the Constitution and other laws. Among the charges are the stalling of key development projects, failure to meet revenue targets, and excessive expansion of the county executive, including the controversial appointment of 36 advisors and 31 chief officers—a significant number for a county ranked third-lowest in national revenue allocation.

The County Assembly also cited concerns over Guyo’s issuance of short-term, two-year contracts to chief officers, claiming the policy created an “environment of fear and uncertainty” among senior staff and undermined effective governance.

The impeachment process has moved forward despite a court order barring the County Assembly from proceeding, raising legal and political questions about the constitutionality of the move.

As the Senate deliberates, the fate of Governor Guyo now hangs in the balance, with the final decision expected to have far-reaching implications for both the leadership of Isiolo County and the future of devolved governance in Kenya.
