IPOA Prosecutes 6 Homa Bay Cops Over Murder

Five officers have been arraigned at the law courts in Homa Bay to answer to murder charges.

The five, Michael Ochango, Silas Anyira, Bernard Maritim, Steven Owino, Wycliffe Cheptoo were arraigned for the murder of one Owinji.

An arrest warrant was issued against PC Moenga who has since exited the Service.

In its investigations, Mr. Owinji died after an altercation with police officers at his home in Kochia, Homa Bay County on September 17, 2017.

The investigation established that the officers raided the home to arrest the victim on suspicion of dealing in cannabis sativa (bhang).

Mr Owinji died the next day, September 18, 2017, at Homa Bay Referral Hospital, where he had been transported when the duty officer at Rangwe police station refused to take him into prison due to his injuries.

Mr. Owinji suffered injuries as a result of the police officers’ use of force during the arrest, which was later judged to be the cause of death by a pathologist.

Eyewitnesses, including his neighbors and police officers, were interviewed by IPOA investigators, who then presented their findings to the Office of the Director of Public Prosecutions.
