Journalist Laban-Cliff Onserio Arrested With Stun Grenade At City Church

The office of the Directorate of Public Prosecutions has been granted orders to have the Former Deputy Director of Communications at State House Presidential Delivery Unit Laban Cliff Onserio detained for three days.

The ODPP wanted Mr. Onserio detained at AntiTerrorism Police Unit Headquarters in Nairobi for five days to allow the Investigating officer (IO) to conclude investigations.

Further, ODPP moved the Honorable court to make an order authorizing the IO forensically examine electronic gadgets recovered from Mr. Onserio.

Onserio who is a journalist by profession was arrested on 18th December 2022 at Holy family Basilica basement two (2) within Nairobi County following an altercation incident.

During the arrest, he was in possession of a FLASH BANG TRAINING SYSTEM MODEL 7290T (Stan grenade) and threatened members of the public with imminent attack against them while holding the said grenade.

His arrest was effected by a multi-agency team who responded to the scene after receiving information through the IC3 police control room that there was a terror threat at Holy Family Basilica.

After being arrested, Onserio could not give satisfactory reasons why he was in possession of the flash-bang grenade and neither produce a certificate allowing him to be in possession of the said explosive device.

Further, the IO informed Court that at the time of arrest, Onserio had not made a declaration to the security guards that he was in possession of the Flash bang training system grenade.

The IO submits that Onserio is suspected to be in possession of more flash bang training Model 7290T grenades which the investigating team requires more time to obtain a search warrant to recover.

According to the ODPP, a preliminary investigation reveals he acquired illegally the Flash bang grenade from a British national currently working with Fly 540 Airline namely Don Smith in the year 2021.
